We also charge for lost books.  Damaged we will charge for if it's no
longer usable.  The fine will follow our students as long as they are a
student in our district (we are a small district, just one elementary, one
middle and one high school, & I'm responsible for all of them), and they
cannot graduate if they have any sort of fine.

I started a "Read it Off" program this year for those students that don't
have the means to pay for the fine (plus I don't want a student to not
graduate because of a fine from 1st grade!).  They can read 10-15 min
(depending on their age) for every $5.00 in fines.  The reading has to be
done here at school, and an adult here fills out a form for how long
they've read, so I know how much of their fine to waive.

Last year was the first time the fines were assessed and remained on their
accounts.  I have had students return books this year that were "lost" last
year, so I think the fine is working.  Time will tell if the reading
program is successful or not.  I sure hope so!
