I charge fines but give them a generous grace period (10 school days).
After that they start with a fine of $1 rather than 10 cents.  I find high
school students are much more willing to pay a dollar rather than 10 or 20
cents.  In fact, I got this idea from this list-serv years ago and it has
worked great.
