For some time, there has been a process going on at the GNSO Council to craft an “aspirational statement” that would encourage members not to vote against the work of Working groups. This is in keeping with our ongoing work on continuous improvement, and in my opinion may have sprung from recent surprises when work was tossed out by votes in council. Obviously, we all hate work being thrown out with the bathwater at the last minute, but I have rather consistently spoken against such a statement because I feel we are already constrained by commitments to
Can you clarify what’s behind the need for this? What comes to my mind is that all of the consensus-building should occur within the working group. After all, isn't it the point of the WGs to assume the burden of the difficult discussions and come to some agreement across SGs/Cs?
Thank you Stephanie and I think we don't need this aspirational statement. It really doesn't say anything new, and it does not prevent those who don't like a policy and want to say no because they didn't get what they wanted from doing so.
NCSG has only *delayed* the voting on a policy issue once during the last few years and that was on the Red Cross domain name policy (it has some odd PDP title which I can't remember). We found many problems with the policy recommendations so we collectively deferred the vote and then to be collegial passed

Basically a couple of cases where some constituencies haven't been happy with the consensus result achieved in a working group, so they block it in Council. Unfortunately it works both ways, but I don't think trying to force the council to always agree with WG recommendations is the solution - what is needed is some sort of "provide good justification to disagreeing".
Although it is perfectly understandable why it is being proposed and the annoyance or disappointment this kind of blockage can bring to months of diligent work, I also disagree with going for this statement, especially for a community so diverse as the NCSG.
Even when we have meaningful participation in the working groups, sometimes our representatives may have different perspectives that do not reflect the position of the overall community - and this position may be noted by others only later when reading the outputs. Our collective views on certain issues also be modified by new facts

I further echo Stephanie's deep concerns about the Council SubPro Small Team Plus. The original purpose was to help the Board understand the policies developed by the Community (in this case, with broad support) and seek acceptance. But currently, on singulars/plurals, there is almost a wholesale redrafting of goals and objectives, winners and losers - and some in further backrooms with even more limited participation.
Thanks everyone, It looks like we have rough consensus around getting rid of this statement. I would argue it is redundant. I would also point out to members that we should be keeping a sharp eye out for toes testing the water these days, as we are heading for holistic review. Powers and voting rights could be taken away in the name of efficiency and greater "forward" motion. For the MS system to work, it must be deliberative and accountable. if I understand the statement correctly, it is about the case of PDP recommendations, it is not mentioning small groups and other neo-vehicles created by council and board? Those small groups are different "beasts" and I personally warned against their inflation when I was in council as they dilute councillors responsibilities.
For the PDP case, we know that on several occasions some groups within GNSO or pressure from outside like ACs or board where there were push to revisit recommendations or not approve that. I do believe that raises a lot of concern and most of the time

There is a request from Org for SG/Cs to appoint a representative and an alternate to the PPSAI IRT. We (NCSG) had concerns with the IRT going ahead but as you can see, Org is still going ahead with it.
NCSG is seeking a representative and an alternate. Please read below for details of the role of the representative and on what the IRT will be doing.
This is a bit odd. Didn’t we discuss that most of those policy recommendations were outdated and could not be implemented? Are they hoping that by doing the IRT we can undertake feasibility for the recommendations?
This is why I did suggest considering time limits for implementing policies. You can’t come up with a policy and then want to enforce it 8 years later! Especially in the technology space, that is not possible.
+1 to Farzi, and an Implementation Review Team (run by ICANN Staff) is hardly the place to state that the law has gone in a completely different direction since the original Policy was negotiated. No one on the ICANN Board or Staff feels empowered to "stop this train" although it is eight years old and badly out of date.

I cannot pretend to be new to NCSG. I volunteered in different roles previously, and my last role was as GNSO councilor till 2020. I only came back lately to participate in a working group on behalf of NCSG last year i.e. GGP for applicant
We are making progress on our request for the count of LEA requests per country/economy in RDRS reports. The group does not seem to have any objections and PSWG just commented on our request: "This level of transparency is generally supported by PSWG". So the next step is to understand the technical preparedness needed and start collecting the data and hopefully report it.

I also thank Julf for sharing this. I had not seen it before, but as a I work in the cybersecurity field the message resonates with me.
Kathy, as you point out, mitigating risk begins with establishing policies that protect, rather than expose.
Maybe we can also think about going beyond, to advocate for monitoring adherence to policy, followed by supporting our community to become aware of the policies and ways to query vendor (registrars?) regarding these policies, so covering all phases (establishment, adherence and awareness) of the policy lifecycle.

The ICANN81 AGM still feels far off, but as we are in the process of electing a new chair for NCSG, I would like to propose a change in how the chair role is handed over. Seems our traditional way has been "sometime soon after the AGM". In my view, we need a more clearly defined changeover point, and I feel it would be natural to use the same point as the GNSO Council - so I suggest my successor takes over the chair role at the time of the GNSO Council meeting where the new councillors are seated. I have a different take or understanding. The formal handover is by the end of AGM as all our terms or election timeline are around ICANN AGM i.e. last day of meeting Thursday. However, the handover between outgoing chair and chair elect already starts prior to that in an informal way by sharing info about ongoing activities, explanation about procedures, adding new chair to NCSG committees mailings etc to be an observer before their term starts. Councillors are onboarded in different manner as they will have briefing by GNSO policy staff and then they will have an SPS

Rafik has been serving NCSG in different capacities for many years but also when it was time, he took a step back for others to lead NCSG and mentored many. I happily accept the nomination. As NCSG chair I have had to mainly focus on the administrative side, with a lot of operational issues and procedures to sort out, so I am looking forward to a possibility of getting my teeth into some actual policy issues again.
As to attendance, I have to admit that during my 2 years as Nomcom appointee to the Council and then 3 years as GAC liaison there was one meeting - ICANN57 in Hyderabad - that I did not attend in person (due to family issues).
Thank you for putting yourself up for service. @All, I have had the privilege of working closely with Julf in the NCSG EC on some of the intricate and complicated administrative matters and he has shown great leadership skills that I have admired while working with him.
There is more I can speak to while giving lots of endorsement to Julf but one thing I can attest to Julf is keeping us on our toes to do the actual policy work NCSG/NCUC/NPOC is supposed to do as part of our engagement in this ecosystem.
I also had the privilege of working with Julf when he was head of NCSG and also concur with what Caleb wrote. Julf has his hands-on all policy issues and was trying to encourage others to help write policy statements without getting in the way of the NCSG Policy chair but providing helpful advice and suggestions to all newcomers. At the ICANN meetings he was always available for chats and for advice and know I learned a lot from him as well as from Stephanie who nominated him.

The tl;dr is that, after SSAD, the earlier full on WHOIS replacement got shelved, RDRS was stood up as a 24 month 'experiment' to channel registrant info requests. Not every registrar has bought in, as yet, but plenty have. ccTLDs are exempt. Registrars judge the worthiness of requests. Tweaks are underway. More requests are encouraged. There will be a F2F review session at ICANN 80.

I support the wording that changes to a 30 day lock. I find it hard to think of business cases where the 30 day lock on transfers would cause harm. The costs are low and while the benefits may be marginal, they would offer some additional protection against domain name theft.

I would like to thank members for responding to my request for input last week regarding the elimination of a transfer restriction. I shared the ideas presented in that message with the Working Group.
Current status:

Sorry if I missed something, but have all timeframes been removed (from 60 to 0)? I understand it has been a 60 day lock, and you/NCSG wanted a 30 day lock (which made sense to me). What is the minimum time now?
Short answer…it may indeed be made 0, but only under the most specific conditions that are auditable by ICANN. Mostly, though, it has gone from an optional 60-day restriction to a mandatory 30-day, with some ability to undo the restriction.
I believe there are still ways for registrants to lock the ability to transfer a domain, depending on the registrar.

There is much to discuss with Sally! Registry Voluntary Commitments and our concerns that they will be used to undercut ICANN's Bylaws and Multistakeholder Process. I will send additional materials to you (and NCSG) from our comments in February shortly.
Also funding from ICANN for recruitment and engagement activities. Amounts seem to have gone to near zero, and yet, we need volunteers in ICANN more than ever. Where and how will we get them?
