I support the wording that changes to a 30 day lock. I find it hard to think of business cases where the 30 day lock on transfers would cause harm. The costs are low and while the benefits may be marginal, they would offer some additional protection against domain name theft.

Also funding from ICANN for recruitment and engagement activities. Amounts seem to have gone to near zero, and yet, we need volunteers in ICANN more than ever. Where and how will we get them?

During the NCSG PC meeting this week, we had a discussion on deferral of a Policy Status Request (PSR) of the Expired Domain Deletion Policy (“EDDP”) and Expired Registration Recovery Policy (“ERRP”). @Kathy Kleiman <[log in to unmask]> pointed out that notes in the ICANN compliance report <https://mm.icann.org/pipermail/council/2022-November/026164.html> identified that language of the policy is ambiguous in parts and has caused confusion for registrants, a group that we as NCSG care about. And suggested that those aspects of language confusion be given to the Council Comms small team to look at.
At the NCSG policy meeting last week, councillors were asked to report back to members on how council voted or choose to proceed with this issue. I would like to inform members that the council decided to defer this vote to the May meeting.
This means that members now have some additional time to think about it and propose how NCSG would like the council to advance this item. Whether to request a Policy Status Report now or defer for another 2 years in addition and continue work in the background through a small team as per

I do find it rather ironic, considering the ISOC chapter leaders lists are flooded with congratulations every time a chapter announced election results (something that typically occurs once a year for each chapter).
This is, indeed, a delicate issue and this is why I was thinking of adopting it as a good practice, but not as something imperative (more of a recommendation, and not a behavior standard). I think that, especially for newcomers, it is all right to start their path within NCSG/NCUC/NPOC with these short e-mails that essentially demonstrate they are following the discussions with interest and that they particularly agree with a specific opinion.

But there is an additional procedural issue surrounding how the diacritics issue is potentially resolved that needs our attention.
For a brief background for those who've not followed the diacritics issue, an applied-for IDN gTLD string in the Latin script containing diacritics (e.g .Québec versus .Quebec), which is NOT an allocatable variant label of the base ASCII string (existing or applied-for) according to RZ-LGR, are sometimes seen as equivalents.
While I am not a techie here, I have followed this discussion for a long time and remain convinced that there must be a way forward to address the applied-for IDN gTLD string in the Latin script containing diacritics (in particular the case of .Québec & .Quebec.
I personally favor the ICANN staff suggestion that the Council delays the vote, and allow time to modify that recommendation so as to allow the same entity to apply for (and obtain) a visually similar string if the similarity is diacritic base (case of Québec & .Quebec).

I understand and appreciate the remarks about how a diacritic can change the meaning of an alpha-string. But, as I understand it, the policy will be for holders of the non-diacritic to apply,. The different meanings shouldn't be a problem since it is highly unlikely that the holder of the alpha-string URL would apply for a diacritic that has a totally different meaning.

That is a very good idea and we will record the main sessions and make the recordings available.
This is a small workshop for those involved with ICANN's Pilot Policy Project in 2022 and working to help NCSG. It's an experiment, and if it works well, I hope we can expand it at future meetings.

Dear NCSG, As you know RDRS (the system whereby requestors of domain name registrants personal data submit their request to access the data-it's a triage system) is now in operation. (been for a few months) There is a Standing Committee on RDRS that meets biweekly which discusses the technical issues of the system. In the report that RDRS issues, we usually can see the number of requests on behalf of law enforcement agencies but it does not specify which jurisdictions. It is common practice for different Internet organizations and tech-companies to report at least on the jurisdiction. For example, Apple
I think your idea of providing examples of what could be considered the "market standard" of how to treat this kind of data would be the best way to approach the RDRS SC. Just to drop a few others, Meta ( https://transparency.fb.com/reports/government-data-requests/country/), Google (https://transparencyreport.google.com/user-data/overview?hl=en) and TikTok ( https://www.tiktok.com/transparency/en-us/government-removal-requests-2023-1/) have interesting reports that could deter most arguments against implementing it for security reasons.
I agree with Farzaneh's suggestion to bring the issue of transparency in RDRS to the Standing Committee. I believe it is essential to find a balance between transparency and the need to protect ongoing investigations.
One way to achieve this could be to publish the number of requests received from each jurisdiction on an annual or biannual basis. This would provide some level of transparency while still safeguarding the confidentiality of ongoing investigations.
Let's put together a letter to the RDRS working group? Maybe including your arguments, any industry benchmarks, best practices, and examples from other members/regions. This could facilitate Stephanie’s efforts and our tracking of the issue? Maybe we can dive deeper into this during our next PC meeting?

As an NCSG representative to the Transfer Policy Review Working Group (TPRWG), I seek your input on proposed preliminary recommendations currently under discussion.
Specifically, the working group is looking for feedback on the section of the transfer policy related to Change of Registrant.

In this message I come back to the discussions regarding Change of Registrant Data, which used to be simply Change of Registrant. To recap, the TPR WG recommends removing the policy of changing the data about a registrant from the transfer policy. Members feel that this has nothing to do with "transfers" per se, and therefore would benefit from a separate policy.

The speakers at the consultation stressed to multi-stakeholders of Bangladesh for all-out preparations to reap the benefits of the upcoming Global Digital Compact & Summit of the Future 2024. The speakers have directed preparatory work on the benefits expected to get from the summit. Besides, speakers were asked to take the initiative in developing the Bangladesh position paper on GDC and Summit of the Future in a multi-stakeholder manner to ensure Unified Voices.
Pleased to participate in such an impactful event. Hope we can strengthen the actions related to reduce the gaps and divides (especially the digital divide).

I feel that is where the last time civil society lost out against the interests of particular nation states.

How many reports you receive shouldnt be a success measure. How many reports you took action on should not be the measure for success. The measure for success should be qualitative. In the criminal justice system we used these outcome oriented measures and put people in jail and got tough on crime while violating human rights and didn’t even fix the system. Lets not do that in dns space. What we want from these amendments are solid due process structures, meaningful transparency reports on the categories of abuse

As you are aware, part of Recommendation #7 from the the CCWG-AP final report stated that ICANN’s existing accountability mechanisms – the Independent Review Process (IRP) or the Reconsideration Process – could not be used to challenge decisions made by the Independent Applications Assessment Panel on individual applications within the Grant Program.
At ICANN78 (Hamburg), the Board decided that it will direct ICANN org to use the contractual terms and conditions required to apply for the Grant Program to obtain applicant agreement that they cannot use ICANN’s accountability mechanisms to challenge any individual decision taken on their application
15th April is not too far away and we still need volunteers for this. I am sure NCSG has significant opinions about this proposed bylaws amendment that it would like to provide to the Board.

Below are the observations I shared during the Policy Meeting
Generally I felt the process was indeed improved from the last round. Some improvements I noticed include:
- Applicant could still apply for the strings if they are not qualified for Applicant Support. - Applicant have to meet the criteria of 'Public Responsibility Due Diligence'' (different from the Public Interest criteria from the last round). - Enhanced diversity in terms of eligibility requirements. (cause, size of entity, indegeous groups, non-profit...) - Updated financial stability criteria from the 'financial capabilities' criteria.
Tomorrow we have a meeting with the contracted party's on DNS abuse. They are asking to focus on this question: What is the most important single thing you would like to see flowing from the amended contracts going live on 5 April

This is an awkward email to write, but it seems to have become almost standard operating practice for us to start meetings and calls 5 or 10 min late to wait for people to show up.
In ICANN meetings we have to live with the ICANN culture that is pretty much the US corporate culture - a culture which values punctuality and being late is viewed as unhelpful and possibly disrespectful of other attendees' time.
On Tuesday, 05 March the GAC will host an open mic session to offer the opportunity for members of the ICANN Community to gather in the GAC meeting room to share their news and views with committee delegates in person and online. This session will be at 09:00 local time. This session will serve as an ‘open hour’ where individuals from different constituencies across the ICANN community are invited to register for a short remark time slot and "take the mic" to present questions or comments to the GAC. I support Julf's opinion (let’s avoid the name and shame). It's essential to approach the internet disruption conversation (Which in my view very sensitive to some governments) with caution. But I think you can still use the key words (Internet Shutdowns) when speaking. It will resonate better to some extent.
