Short Answer -  yes, a letter should be sent to make public all the  
inputs/letters received on the topic of WHOIS.

Long Answer:

If ICANN is keen on publishing the letters it receives, then it  
should publish all of them - and not just the USGOV friendly  
submissions sent to a sub-section of the organization. A model to  
follow - WSIS .. All submissions that were sent in as official  
contributions were published ... ICANN should do no less.
