Thanks for responding quickly! You raise two distinct issues.
One is their status as an ALAC member or ALS. My view is that it
doesn't matter at all. ICANN's odd structure should not lead to
arbitrary divisions among civil society actors. We should encourage
organizations that are already ALS's to join NCUC if they meet our
criteria.
The other issue is "Tunisia." I understand the issue here and believe
that ISOC Tunisia is independent of the repressive Tunisian government,
but would be interested if anyone has evidence to the contrary. Note
that our charter does not say that liberal political views are a
membership requirement. Only if we believe that ISOC Tunisia is not
truly an independent, nongovernmental nonprofit (i.e., it is a "fake"
NGO or GONGO) could we exclude it from membership.

A quick search on ISOC Tunisia led me to find the URL below, that
indicates that it already is an accredited At Large Structure (ALS).

My experience from WSIS, is that we should carefully evaluate
organizations coming from regimes such as Tunisia .
I would suggest asking Khaled if ISOC Tunisia is in fact the same
organization mentioned in the URL above. if so, to explain how his
organization will represent itself in both At Large and NCUC.
