During constituency day in Dakar, the NonCom will be visiting us to discuss the ATRT's recommendations regarding the NonCom and, in particular, the about the qualities and experience needed of an ICANN director. I know that this topic is quite crucial to many of you, so I would like to ask you at this stage to start identifying which qualities you would like us those being in Dakar to discuss with the NonCom.

Dear Konstantinos,
Could Vanda Scartezini and I join the NCUC meeting, Tuesday Oct 25, to discuss the ATRT's recommendations regarding the NomCom? We would welcome the constituency's advice on implementation of the recommendations.
As I expect you know, the ATRT noted that the NomCom process should be better informed about the qualities and experience needed of an ICANN Director, what the ATRT calls "skill-sets". This process of deciding what skill-sets are needed on the Board would include understanding the challenges ICANN faces, the expected evolution of the organization, qualities/experience already covered by current Board members and any gaps (forward looking given that a person selected by the NomCom only takes their position sometime later, and can be expected to take a period of time to get up to speed as a Director, etc.)
Questions we would like the constituency to consider are what are the skill-sets needed on the Board, collectively and perhaps more specific individual experience and knowledge. What challenges can we expect ICANN to face over the next 3-5 years? What advice does the NCUC have about the characteristics/skill-sets NomCom should be looking for in candidates?
The 2012 NomCom is expected to begin candidate recruitment in early December 2011, with application period open until early April. During the April-June period the NomCom will conduce assessment of candidates, with the selection meeting most likely held after ICANN's meeting in Prague, June 2012.
If NomCom's recruitment is to be informed by a good understanding of the skill-sets needed in candidates then it is important we begin to hear from the community in Dakar.
While the ATRT recommendations only mention the Director positions, and these consequently are a priority in this process, NomCom of course also selects members of the ALAC, GNSO and ccNSO. We would also welcome the NCUC's comments on the skill-sets of these positions.
The NomCom's most recent description of the positions we select for is the "leadership positions" document available at <http://nomcom.icann.org/positions-2011.htm> This may be a good basis for your discussions.
Second issue is a meeting NomCom will hold with the community on Wednesday, 26 October 2011 - 09:00 - 10:30 <http://dakar42.icann.org/node/26949> Intention is to discuss the same topics (skill-sets, ICANN challenges, ATRT recommendations for the NomCom) but with representatives of the community as a whole. We would like to invite the NCUC to designate a person to join the roundtable.

1. Board should establish formal mechanisms for identifying the collective skill-set required by the Board (in time to enable integration of recommendations into next NomCom process beginning in late 2011):
a. Benchmarking Board skill-sets against similar corporate and other governance structures?
b. Tailoring required skills to suit ICANN's unique structure and mission through open consultation process, including with SOs and ACs?
c. Reviewing these requirements annually, and provide as formal starting point for NomCom each year?
d. Publishing outcomes and requirements as part of NomCom's call for nominations (starting with next NomCom -- late 2011).
