hi karen,

that is indeed a possible course of action, although i
unfortunately lack the time to prepare a statement. i was told
people can also send their thoughts to the icann's public
participation web page.

also, i do remember now ms. anne-rachel inne, icann staff
(policy analyst) who is in charge of outreach in africa,
explaining that
physical distance is one of the main/differential criteria in
order to maximize the number of participants (airfare) with the
budget available. so candidates from regions closer to the
meeting venue are more represented. although i'm not sure how
much more expensive a ticket dakar-l.a. would be compared to the
same from some parts of the caribbean, different regions will
hopefully have their time.

p.s. another point is, there was also a significant number of
government applicants... i guess some need support, too.
