I don't know what methods the NomCom may encourage or not, or if
there are resources available to help (example for translation --
though the tasks require good English, that should not mean
information about the process only being available in English.)

How -- one thought, in part via the networks of NGOs that have been
participating in WSIS. Many of those that participate are conveners
of other networks of NGOs so are a way to spread the word more
widely.  (And some of these groups need to hear about NCUC and PIR.)
