That was when the EC made public that
a) we got money from different sources -- knowing that Afilias might have
different intensions by giving us the money, but:: Non olet.
b) we decided plan to spend a large part of it for Rome.

I wish we had as many secret black suitcases as you are suggest. But, no,
there is only the $7000 so far, and from that we budgeted $5000 for Rome.
With this money we chose to first support the task force and NC members
and those closest to the venue (cheaper flights). This means that AP will
be preferred next time, and Africa (maybe also AP) in December.

If anyone can make use of the two remaining partial grants: Please apply
(but, please only if you really need the money and can't make it without)

This problem of the constituency actually having money to spend is
completely new to us, as long-time members are probably aware. My secret
hope is that it won't last long. :-) Anyway, I am preparing guidelines on
how the money granted should be spend (and how it should be saved!).
Everyone interested in supporting me in that task please contact me. I
will then discuss the outcome on the list, of course.

I hope this answers the questions?
