The Whois Steering committee had a teleconference today. It was agreed that two Task Forces would be created, however pressure from IPR interests led to lower priority being assigned to basic issues of data collection. 

Attached is the proposed terms of reference for the Task Force invol;ving data collection. I have some ideas about how this terms of reference should be modified, which will be sent to the list later.
