No, the report comes from the staff/management, and like 
many staff-performed functions it is done independently 
of the constituency structures. None of the supporting
orgs see the report before it is submitted to U.S. Commerce
Dept.

Apologies if this is well known to others - but, how is the ICANN report
put together? ie, is this group consulted, able to give feedback? have
recourse?
