Yes, staff incursions into policy making have been a perennial problem
in ICANN. So shall we use this report as the basis for our discussions?
Are there any other comments?

   This can not be stressed enough.  It appears that the ICANN staff
has
too much leeway in negotiating provisions of the agreement with
regard to (1) pricing (2) extension of terms and the like.
   ICANN should setup a policy for all the current and future
registries
rather than negotiate with each in secret.
