Sorry for being so dense, but exactly why are we
writing to the Board about language stemming from an
incomplete and unratified PDP process?  No final
report has been issued yet, no votes have been taken,
the final public comment period hasn't started and
there are other constituencies that have also
expressed concerns similar to yours -- see the
comments made by Chuck Gomes in the attachment at 
http://forum.icann.org/lists/gtld-council/msg00342.html

This is the time to be debating matters with the other
constituencies; a letter writing campaign directed at
the ICANN Board is likely premature at this point.
