I'd love to see more participation from individuals and groups, but I
also recognize that lots of non-profits are strapped already for time,
resources, and attention.  Councilors and stakeholder group leadership
need to present the issues clearly to elicit input.  Members should be
able to participate in online discussion and calls, but should also be
able to delegate decisions to their elected representatives.
