The answer to this question does not lie in a simple list of the range of
NCSG member interests (although these are incredibly diverse). As
non-commercial users we must be able to fight strongly for the various
members' views. I will certainly work as hard as I can to bring diverse
views from APC members, from the Pacific, and my own rigorous human rights
based approach to decision-making and non-commercial interest inputs.
But the meaning of the non-commercial presence in the GNSO is not in how
well or how loudly we can state how our views differ from commercial users.
The "meaning" of the non-commercial presence and activities in the GNSO is
also to enhance the desired democratic nature of ICANN itself. If the
non-commercial GNSO voices are weak, dominated by a small group, cannot be
trusted or are unable to put forward clear propositions, then GNSO
decision-making suffers and other interests can prevail. More broadly, the
institutions are weakened and legitimacy undermined.
The meaning of non-commercial users must also incorporate this bigger
picture so that NCSG presence and activities are carried out by members who
will put those interests before their own individual ones.

Subject: Question 2: Noncommercial values and identity

As I have not been able to get a conference call scheduled yet, I am
starting the question process. I suggest that all candidates answer all
questions. I suggest that they feel free to debate among themselves and
with the members of the NCSG.

Thanks

Avri

Question 2: What is your view on the meaning of non commercial presence and
activities in the GNSO?
