Hi,
My problem with that is that the NCSG only has an afternoon schedule. We start at 2 and go until 6. So to take the afternoon slot means cutting down the NCSG by about 90 minutes (coming and going to the Board meeting room included). And assuming the Board-GAC meeting is an open one, I am sure there are people from NCSG (myself included) who will be wanting to attend if at all possible. That could cut NCSG down to a 1.5 hour meeting: 2 - 3:30. On the other hand, there is a possibility that we could be done with the SG meeting between 2:00 - 4:45 - nearly 3 hours and we can go longer if necessary.
True most of issues will have been covered in the morning constituency meeting, but there are some issues that are common NCSG issues, and it would be good for the results of the 3 constituency meetings to be shared with the other NCSG group members.
One other point, the lunch hour is scheduled for 2 hours, so you should still have time for lunch.
Another thing, we need to start thinking of the 3 issues we want to discuss with the Board. What I suggest is that people start suggesting. Once we have a bunch I will create a poll to determine which are the top 3. I suggest we do not include the topic of charters as that can be dealt with seperately with the Structural Improvements Committee at other times.

By then various relevant discussions/ideas will have percolated and hopefully taken more shape so we'd able to make optimal use of the time and mitigate any bored impatience. Plus, in light of the Brussels and follow-on conversations, moving contiguously between the Board and GAC views would be interesting and value-adding.

The social events are rotated to constituencies, not stake-holder groups (unlike the substantive mtgs). This means that all of the members of the NCSG have the same access to the board as the single and small ISP constituency or the small, but powerful IPR constituency. Access to the board at social events should be allocated equally between the CSG and NCSG. This would be a big change in the way ICANN is managed, but it needs to happen if noncommercial users are ever going to have any influence. The second-rate treatment of noncommercial users by ICANN is one of the reasons why it is hard to trust ICANN.

>>>>>> As I mentioned to most of you in Cartagena, the Board is proposing a change to the interactions between the various community groups and the Board at the face-to-face meetings. The change is being proposed to try to improve the format for dialogue and make the discussions more focused. The changes will be tried at the March meeting and then reviewed for effectiveness before the June meeting. There are two main changes - the first is to the meetings on Tuesday, Constituency Day. The second is to social events such as dinners, lunches and breakfasts. Attached is a document explaining the changes in detail. Please coordinate the time slots with Diane Schroeder. She will also coordinate the social events. The Board appreciates that these are big changes for the community, but our goal is to enhance the communications between the Board and the SO/ACs.
