The SOI is a requirement for all those who participate in an of the Working Groups or the the g-council itself. So the more people we have represented in the SOI directory, the better because it means lots of people are participating in the activities of ICANN. Amber and Konstantinos filed one because it was required for their respective stints as temporary replacements for a g-councilor. The paucity of NCSG members listed in the directory is a direct witness to how few of us participate in WGs.
We do not, however, have a NCSG Charter requirement for filling out an SOI as a member of the SG. And I am not sure how well it work out for us to put SOIs for all of our members, and the members of organizational members, in the GNSO SOI list.
But if the NCSG wanted to make filing an SOI a requirement, that would be interesting discussion. And I suppose the NCSG-EC could implement something specifically for the NCSG if they wished. It would be relatively easy for someone to copy the template from the GNSO wiki space and start one in the NCSG wiki space.
