Short answer: To become (the new) players - full circle.
Longer, with a totally different outcome: If they are tired of
(playing) soccer, they could devise another game to find out who
would make for the best referee. They then may or may not need
to find a referee for such game; depends on the kind of game,
e.g. cardboard game vs. field game. But given that they are
tired, it's likely to be a cardboard game, so no need for
referee. And that's how the saga of the referees ends.
