A limited amount of money is available for travel support to the ICANN
Vancouver meeting. The exact amount is up to the Exec.Committee, but
usually we spend about $2000 per meeting. 

As usual, priority will go to:
* GNSO Councilors
* NCUC officers
* people actively involved in some project happening in this meeting
