I disagree with the letter. I don't see any "free speech"
issues in closed domains.
The premise of the new gTLDs program was to open up new
gTLDs for anyone interested in any particular string (with certain
defined exceptions) for any use they see fit. As long
as the domain is not used for anything illegal, the domain
owner should be allowed to deploy the domain as they choose.
