It also sounds like it would be compatible with the structure I suggest
in my NetMundial offering

for an IANA Stewardship Group (ISG) that is made up of the clients of
IANA, Root Zone Operators and other stakeholders.
The pattern I suggest is that the ISG be an independent body under the
ICANN umbrella, much as as the IAB is an independent body under ISOC.
and that this body serve as the initial oversight body of the IANA
function and Root Zone Management.
