The way the charter*  of the NCSG (Non Commercial Stakeholder Group) is
written is that the NCSG-PC (NCSG Policy Committee) makes decisions on
appointments - subject to NCSG-EC (NCSG Executive Committee) directives
on modalities and the opinions as expressed in NCSG-Discuss (the NCSG
members discussion list).

So if the NCPH (Non contracted Parties house) requires a
nomination/appointment from the NCSG and CSG, then the NCSG-PC does it
and the NCSG membership is given a chance to discuss the issue first.
