Of course you are eligible.  The entire community is invited to participate.  The only requirements for participation in GNSO WG is filling out a SOI (Statement of Interest)/  the GNSO Secretariat will give instructions on that when you join the group.

At this point just  respond to the secretariat email that started this thread.

And please feel free to ask me anytime you have questions about any aspect of WG participation.
