I support your comments on process and agree that 'contactability' is
the key requirement.
I think the remarks about postal address validation may be a bit of an
over-reaction. Any of the protected/worried groups that you mention can
certainly use a proxy service. The requirement can be satisfied by
having the *correct* address of that service in WhoIs.
False information is really a bad thing. It causes delays, false 'not
reachable' issues, and expense for people who try to use the false
data. Valid data does NOT necessarily need to be that of the end
registrant, so long as it provides a (possibly indirect) means of contact.
I would rather have no data published than false data.
Security of proxied WhoIs data may be a concern, but there are multiple
providers in multiple jurisdictions. These provide varying guarantees
of security, both under and from the law (of jurisdictions of concern).
And if none of these are acceptable, it would be a worthwhile project to
set up one that's 'better'. So would an impartial rating system.
Clearly, there's interest and this could be done on either a non-profit
or commercial basis.
I do not see a need for strict identity validation so long as the
contactability requirement is met.
I should point out that other issues may drive identity validation;
members of a protected group who wish to communicate securely among
themselves would clearly like to know that the
website/email-system/chat/other service that they are connecting to is
the one intended. And not a false site placed by an opponent. And
those systems would often like to know that members aren't
infiltrators. This requires mutual authentication. Today, the usual
mechanism for server and mutual authentication is SSL - and reputable
CAs require identification -- because authentication without identity
validation is meaningless.
That said, it is by no means clear that WhoIs must have a role in such
programs. It is, however, a convenient anchor on which a group might
build a web of trust. WOTs require some out-band mechanism, and WhoIs
can serve as one such.
Given these factors, I think you would be better off sticking to the
indisputable issues: unacceptable process and loss of focus on
contactability.
The other points, which drag in emotional issues, may prove more
distracting than helpful. (This is not to dismiss the concerns, to
which I'm sympathetic. Just a suggestion on venue and tactics.)
