Dear Dorothy,

Certainly when I was with the IGF secretariat, yes we worked with the
local LEA.  But those roles were not self defined by a volunteers from
one of the constituencies, they were assigned to specific members of the
secretariat.  I know that as a member of the IGF secretariat, had one of
the participants started negotiating with the police about possible
crimes yet to be committed, we would have gone ballistic, well in a
polite UNish manner.

Oh well, I just do not understand.
