Last sentence is not correct.
Anyone in NCSG or NCUC can use the list to form a group and start working on a statement, a proposed set of procedures, or even a birthday party for one of our members. They do not need approval from PC, EC or Chair. The term "working group" does not appear in the NCSG charter.
Of course, if the NCSG is to implement or formally ratify the ideas or proposals of any working group, it has to be adopted by EC, PC or Chair.
But you don't need anyone's approval to form a working group.
