No, there is an explicit check-in process that is off of this list.  You
should receive a separate email asking you to confirm your email address
for voting purposes.

I received mine in mid-July, from Maryam.  The subject header reads: "NCSG
Annual Check-In Process"

If you haven't gotten it, you may want to check with Maryam and/or Rafik
explicitly.
