Hi,
Yes. This deadline is for members of the selection committee that will select a non-gTLD registry GNSO member to the CSC (Don’t blame me for how complicated that may sound).
I’ve sent an email to the Council list asking that Councillors be able to nominate non-Councillors to this important committee. From NCSG, I think the most appropriate candidates may actually be folks who are not currently Councillors.
