In lieu of that we have the practice that we have followed up till now.  

Though the absence of a required quorum for voting was not considered at
the time the charter was written.

I expect I will challenge any application of NOTA that differs from
previous practice.  Personally I think the election should not continue
in the face of this confusion, but should be halted, the process should
be clarified by our esteemed EC and then the election should restart.

I would like clarification of how the votes are tallied.  If someone
selects 2 candidates and NOTA, are 3 votes counted or only one?
