The Whois Review group commissioned by ICANN in 2012 actually put this idea that ordinary consumers "need" whois to ascertain the identity of online businesses to the test. It found that consumers almost never use it for that purpose. Indeed, few ordinary consumers know that whois exists. Trademark holders use it to police their marks, the domain name industry uses it, information service sellers retail the information for various purposes, and law enforcement agencies use it. But the empirical question of using Whois as a business directory has been settled.
