Hi Renata,
The Council did support the submission of the ABR for this tool.
This tool is intended to make it easier for ICANN staff to enrol new participants into GNSO working groups. At the moment, the process is administratively heavy for ICANN staff.
However, the Council believed that the procurement of this tool should be funded from the core budget, and not the ABR envelope.
We have been given assurances it will not be funded from the ABR envelope. ICANN staff advised that we were being asked to submit an ABR only to ensure that this tool would be internally prioritised and thus actively developed.
We are told that staff have been asking internally for this tool with no success, but if they can show there is community support for it, it will be funded from the IT budget.
From memory, the Council submitted two other ABRs; one for a 2019 Strategic Planning Session, and another for a continuation of the pilot programme which funds the travel of a limited number of working group chairs/co-chairs.
