Hi,
Thanks to the small team for this draft. I have read it and support
many of the concerns raised with regards to the suggested improvements
to the Fellowship Program and have made few suggested edits.
I, however, have a general comment and wanted to bring it here instead
as it is not related to a specific section of our comment but rather
the general spirit behind the comment.
I do agree that we should encourage fellows to be doing policy work
and that ICANN should provide metrics that tell us how fellows have
been involved into policy work. That's true and i would like to see
those metrics developed. And such a request is genuine from our point
of view because we are part of the GNSO and our work is to do policy.
However, our comments seem to ask that the whole Fellowship program
brings solely people who will be doing DNS policy though ICANN is not
only about policy. I believe there are so many other things happening
at ICANN including the security aspect of the DNS where there is a
need for people, etc. The GNSO is the only place for policy
development but other SO/AC do not solely do policy, there is a need
for fellows who will also be interested in that part of ICANN.
I also believe ICANN Org needs to be present all over the world to
ensure everyone is aware of its work within the Internet ecosystem.
Hence the need to bring in fellows who might also help it meet that
objective. These people might not be interested at the end in doing
policy but they might be interested in being involved for example into
the DNS business or into advocacy to help their countries better
manage their ccTLD etc and this is all ICANN.
I hope i am making my point clear. I don't want us to forget that
there are so many other things going on at ICANN outside of the policy
making and have this reflected in our comments. Of course, we should
speak about our desire to have fellows who will also be involved in
policy and encourage all those who are our members to do so since they
have decided to be part of the GNSO (through the NCUC/NPOC/NCSG).
I am glad many of the improvements we suggested in our first comment
were taken into account. Let's see how this new strategy will be
implemented and what results it will bring.
