Hi Matt and James,
Formally there's no such thing as NCSG candidate here.
In order to become NCPH candidate, Rafik would need to get CSG's
support - NCSG support he obviously has already. Just like Forrest
needs NCSG support, having CSG behind her already.
In the future it is to be hoped we'll have a real process for doing
this; as it is, GNSO rules simply say it's up to each house to set up
its own rules and NCPH hasn't been exactly quick at such things.
I'll add CPH could also nominate an NCPH councillor if they want.
(I don't know what if anything CPH is planning.)
