Stephanie has notified me that she won't be able to attend ICANN76
in person, so we have a travel slot we can reassign.

Because of the very tight time constraints, the EC supports my
decision to make a one-time exception to our full travel allocation
process, and instead allocate the travel slot to Caleb Ogundele.
