IMHO, ICANN will never be truly bottom up and representative until the articles of incorporation and bylaws are changed to permit true membership. The ICANN ecosystem developed a feedback loop where special interests and specific groups of people that learned how to milk the organization became a big resistance to change, and they support whatever process and decisions that fit their personal goals.

I know many, particularly in AT-Large that claim to represent the users but actually only represent themselves and wear the title of "chair" of this or "president" of that just to decorate their resumes and claim knowledge, expertise and representativeness they don't have.
