For those of you interested in the ongoing issue of how governments relate to ICANN policy making processes, the report of the ICANN Board/GAC Joint Working group is available here. http://www.icann.org/en/committees/board-gac-2009/board-gac-jwg-final-report-19jun11-en.pdf 
The deadline for comments is supposed to be today, but I've asked for an extension and the combination of summer vacations and the small number of comments (2) received so far might make that feasible.
