The GNSO Council today had a teleconference, which just ended. I
participated for the first time. Our other two members were not on the
call. Jisuk Woo had given me her proxy.

1. Bruce Tonkin was re-elected unanimously (he himself abstaining) as
chair of the council for one year.

2. A decision was made about multiple reps to the whois task forces.
Multiple reps are allowed, but at any time during a meeting or
teleconference only one per constituency can speak, so as to avoid
marginalising constituencies that can send only one rep.

3. The report of ICANN staff on "new registry services" (born out of
the incident of the wildcard in the DNS of com/net, a.k.a SiteFinder)
was published just 24 hours before the teleconference. Therefore no
decision has been made on that yet. A new teleconference will be
scheduled early December to decide on the process to deal with this
topic. In the mean time the constituencies should comment.

Please, comment on this report, to this list, so that your reps on the
Names Council know what you think about this topic.

It has changed tremendously from the list of questions, which we
discussed earlier on this list. The matter involves some fundamental
issues, e.g. to what extent ICANN operates as a regulatory body. So,
again, please comment.
