I think that is one of the key issues?

Is all that matters ICANN insiders fixing things or do we also want to
be accountable to the outside world.  can ICANN be fixed from the
inside.  We have been failing at that for a while now.

If it is all about ICANN and its insiders, correct, we don't need any
experts but those we pick ourselves to serve our PoV.

But if we want to claim a larger notion of accountability to the
global community, then that is not enough.  Getting a small group  of
trusted experts who pass the giggle test - and think this bunch does -
to add outside expertise to our accountability efforts seems a good
way to go about it.
