   It is the responsibility of such charities to ensure that
they have a *WELL-KNOWN* domain name, say WHATEVER.TLD, through which
they course everything.  Like other organizations trying to get an
identity in the Internet, they have to hammer home their "brand."

   If they have a chapter in the Philippines, they can give it a 
PH.WHATEVER.TLD.  If there is a specific disaster in the Philippines,
say Typhoon Ondoy, they can call it Ondoy.PH.WHATERVER.TLD.

   Why is it now the responsibility of ICANN to reserve a name for them
in *ALL* domains?
