Dear NCSG

I would like to second the nomination of Joan Kerr. She will be an 
excellent councillor, with years of experience and work hard.

Her election will allow Carlos to finish his  Nom-Com term, make more 
progress in the initial draft the CCT-RT plans to have by years end, and 
ask the Council to consider him for the role of liaison to the GAC.
I think it is important that Carlos is enabled to finish his important 
ongoing tasks.
