Suggest deleting:

"It is ridiculous for anyone to contend that this 
is not a significant change in policy."

Sentence is superfluous, all very adequately 
explained in the sentence that follows:

"Policy changes of this magnitude applicable to 
gTLDs must go through the GNSO; that is required 
by ICANN bylaws."
