Right. Didn't realize that when 20 people tick NOTA for Rafik, they could not also tick it for Ed, so of the 90 people who didn't vote for Ed, some of them would be unable to tick NOTA again. 



However, take out the 10 duplicates and you still have NOTA as one of the two top vote getters, beating 2 of the three candidates and tying the candidate that EVERYONE voted for. So, duly corrected, the scenario stands as an example of the problem that both Enrique and I identified: NOTAs should be directed at individual candidates that voters didn't select, you shouldn't sum them across different candidates.
