Thank you Milton, Norbert and Bill for all your hard work on the NCUC proposed charter for the new ICANN Non-commercial Stakeholders' Group (NCSG).  Obviously a great deal of thought went into the draft.  I started with the version of your NCUC received last Monday, and drafted an alternative to better account for many of the interests that have been raised by myself and others during the discussion of the formation of a new NCSG. 

Attached is an alternative to the NCSG Charter recently circulated to you by Milton Mueller.  

As with Milton's draft of last week, it is not entirely final, but is being circulated for comments, edits, corrections, etc.  Those of us who worked on this Charter are open to suggestions.

The Statement of Purpose for the changes will follow shortly.
