Apologies to those who don't think this excellent paper by Rogaway has
anything to do with ICANN. I think it does and wanted to draw it to your
attention in case you do not usually look at papers on cryptography.  I am
indebted to the EPIC advisors list for drawing my attention to it and to its
importance.  It has a broad scope, but frames many of the troubling issues
in balancing security and privacy rather well, and holds important lessons
for us working on those issues here at ICANN.
