I did not put words in your mouth. But my apologies for taking them
literally.

That might make sense, although as noted I am sceptical about that.

That has been suggested in many elections the world over. It has always
been found to be a bad idea. It has the tendency to keep minorities
from getting their voice heard.

But you are certainly welcome to suggest that, the charter can be
changed that way if people want. I will add it to the list of
suggested charter changes.
