Good points.

On one hand, keeping the discussion on the general list might attract
more people.

On the other hand it might drive some people out or make them miss
other important issues.

There's on easy rule for deciding when a new list would be warranted.

In the present case I tend to think all who are interested have already
noticed the discussion and won't miss it if it is moved to another list,
and that there is enough details to discuss most people on this list
don't have time and interest to read everything about, so a separate
list makes sense.
