does this open up the possibility of having to comply with natioal
laws that are counter to privacy rules, i.e. those requiring individuals
and organizations in the list above be registered with local authorities?

would this still be effective if it stated, "The NCSG further expresses
concern that third party, including law enforcement, access to the data ..."
