Thanks for looking this up. The quoted language you included in your email is included in an open public comment period (found here: https://www.icann.org/public-comments/transliteration-contact-recommendations-2015-06-29-en) for the translation/transliteration of contact information policy development process (PDP) recommendations of the GNSO Council prior to a board decision to adopt the recommendations.
The language you specifically flagged:

…, was part of a minority statement included in the report by one member of the working group from the Intellectual Property Constituency (IPC), specifically concerning the first recommendation. That means that this member of the working group didn’t agree with the recommendation that all others did, which was this:

Any parties requiring transformation are free to do so on an ad hoc basis outside Whois or any replacement system, such as the Registration Data Access Protocol (RDAP). If not undertaken voluntarily by registrar/registry (see Recommendation #5), the burden of transformation lies with the requesting party.
The rest of the working group overwhelmingly were supportive of a policy that would ONLY require registrants to enter their contact information in their local language and script, and not have to translate/transliterate this data. The IPC wasn’t very happy with that decision, but had to accept it in the end.
The rest of us felt that domain name registration policies have to allow for end-to-end registration services in any language and script. There is no one language that has a monopoly on Web content, and there shouldn’t be one language that has a monopoly on the domain name system either. They should both be accessible by anyone who wishes to use them.
