I think it is a sad thing. 

To fix it, people have to nominate people.
And those they try to nominate have to accept.

For this, people have to be willing to:

- run against some who is an incumbent
- not be too afraid of losing.

I tried to nominate but could not find anyone willing to accept a nomination.
Maybe it was just me, but I think it is the mindset.
